can other user use "Manage Annotations | Manage Sections" #42

After convert a file,"admin" can edit "Manage Annotations | Manage Sections". but other person who can edit the file can't see "Manage Annotations | Manage Sections".How can i set it,so that other person can edit it?

Anybody who has Modify portal content permission can edit annotations. You can use the sharing tab to allow others to edit it. If you want someone to edit annotations that does not have edit permissions, please fork and make the contribution.
