allow basic text formating on news flashes #6

the use case is to allow strong, emphasis and hyperlinks tags on each item of the news ticker.

this could be implemented with some sort of basic rich text editor as RTE jQuery Plugin.

we need to implement a couple of additional fields on the control panel configlet: Enable Rich Text formatting and Max line length.

Why that editor? why not use something more "plonista" like tinymce?

I'm not stock with the idea of using RTE... if we can keep it very simple, we could use TinyMCE

seems the it's not possible to use the same TinyMCE instance as it would have a shared configuration with the one used to edit the body text of content types.

Work has been started in 3a281bd0269741e5ffe81daf29fe4898e2118c68

It is currently broken for when the edit view opens inside an overlay.
