This has been implemented as part of #22. The sidebar links are now configurable through the Plone portal_actions menu. There is now a new actions category sidebar_links...

Ok, after reviewing this with some time, I changed my mind. Please revert the last commit and add the changes as requested. Name for the method should be get_static_links. This is used in the template (where we have to change it). The id for the action category is sidebar_links. Sorry for being not clear during discussion.
