As as user,
I want to be able to use the navigation on mobile,
without having to open two menus,
so that I can utilize the sidebar more efficiently.

It's done when the default mobile dropdown has been removed
It's done when there's a template override for the plone.app.layout sections.pt
It's done when the burger menu is hard-coded into the template
It's done when the JavaScript implementation has been removed
It's done when the navigation bar is accessible when scrolling

We already had this previously but it was removed, this poses some serious usability issues and should be re-implemented with a template override again.
