Pin Root-Level Navigation to Sidebar

Summary

As a website admin, I want to be able to set the sidebar navigation to always show the root level only, so I can adjust my websites navigation to my needs.

Acceptance Criteria

• It's done when there is a sidebar control panel.
• It's done when there is a setting in the control panel to show the root level of the navigation only:
  • Title: "Root Navigation"
  • Description: "When enabled, the sidebar will always display the root level navigation."
• It's done when the root level of navigation is shown on all pages (when opted in)
