We need a setting in the control panel to disable the feature to open the Sidebar by moving the mouse to the edge.

It's done when there is a checkbox in controlpanel for mouse opener
It's done when there is a data attribute to transfer setting from Python to JavaScript
It's done when the JavaScript uses this setting
