new enableRegisty and disableRegistry functions #1

I've created a module utils that contains two functions moved out from the event subscribers. In this way anybody can use these functions in custom code without having to fire the events

IMO, that would make sense! huch, this pull request is one and a half years old! and cannot be automatically merged. updating shouldn't be too hard.

@jensens, what's your opinion?
