Do not run sanity checks or run draft during postrelease. #18

Fixes issue #16. We could do less checks in bumpversion too, but it actually seems okay there.

@mauritsvanrees I rebased the branch (after reviewing) due to the conflicts after #19 was merged. I hope I did not mess up with the rebase :smile:

If tests pass we could merge and release right away :+1:

There are actually no tests yet, except that Travis tries to install stuff, which is at least something... I will merge and release.
