This project does not currently specify the license (MIT, GPL, Apache... or ©) under which it is currently released.
According to https://choosealicense.com/no-permission/, this means that the default "© All Rights Reserved" license applies, forbidding anybody from using your code in their projects.
If this kind of restriction is not what was intended, I suggest specifying a proper license; https://choosealicense.com/ can help with that. MIT would be neat :)
I opened a PR proposing an MIT license, to save you the effort (in case you want to accept it ofc): https://github.com/collicalex/JPEGOptimizer/pull/2
