Decide who will sign the released artifacts #5

We have to decide who will sign the releases with gnupg. I (Jochen) already have a published key, so I can do this. Nevertheless we should not be depend completely on me.

In addition, I will create a wiki page where I describe how to generate a key and how to sign a maven artifact.
