Allow storing per-project TODOs in a designated directory #42

Still compatible w/ custom per-project filenames computed w/ org-projectile-per-project-filepath. I'm pretty sure that similar functionality was discussed here the other day, but I wasn't able to find that issue :ghost: Besides, it seems to be just compatible w/ current configurations, and IMO is a nice thing to have at disposal, such as for sharing personal projectile TODOs across different workstations via Dropbox, for instance.

sidenote: also, I'm not sure how it could impact org-projectile-per-project thingy

Travis: Dependency org-projectile failed to install: Package 'emacs-25.1' is unavailable while running a build against E24.5

@br3athein Yeah of course. Sorry I didn't get to it earlier. Somehow I missed it.
