structuring & naming inconsistency in TopLevel #20

contents of the TopLevel folder are

TopLevel/TopLevel_Dutch.yml
TopLevel/TopLevel_English.yml which is not consistent with the structuring and naming conventions of the other levels

TODO

make the following structure: -TopLevel/English/<youfavouritefilename>.yml -TopLevel/Dutch/<youfavouritefilename>.yml where could be any name you prefer (it's irrelevant to the automatic processing afterwards)
while you're at it (because it hurts my eyes a little), could you rename TopLevel to niveau0, that's more idiosyncratic for computer systems
