Add confidence intervals to bar chart and text for county pages #97

To better contextualize the bar charts and text in pages that look like the PDF mentioned here, consider adding confidence intervals. If the confidence interval overlaps with that from Colorado (for example), it signifies lack of statistically significant difference from Colorado as a whole.

Not a high priority, but would add the necessary "actionable" information.

Can't infer from your comment if we already have the necessary data for this or not? If not, we'll need a pointer to where/how we can get it from you or @cydneyj303.

I know confidence intervals are included in SCP data, but not sure if ya'll's process included these in your scrapes. Let me know if I need to do anything on my end for this.
