Add admin boundaries #178

@MKIM1008 can you give @matkoniecz the boundary for loughborough, charnwood, and for all english regions, (including midlands) as well thanks - MK if you can add these with same red boundary line for regions as London, and whatever other colours u think good for Charnborough and also Loughborough

I've shared the data via email. The council data includes the local Business Improvement District (BID) and it could support the main local SMEs information. We can discuss this data use during the meeting this week.

Boundary information:

1) Loughborough boundary: Ward or Built-Up area (in Census boundaries) 2) Charnwood boundary: Local Planning Area or Local Authority District (the same) 3) East Midlands: Regions
