Borough boundary from London Datastore

this one is not visible when borough boundaries are switched of

maybe some extra handling can be added so it is hidden when map is panning outside London

or we can use a different source

or maybe we can drop credit while using it? (not proposing this one)

in Colouring Britain we are using some Ordnance tiles as basemap, not OpenStreetMap

OS Map Local and OS Master Map are not aligning, as OS Map Local is simplified.
