Consider implementing an open design process for the longer term / community-guided project.

For example, Decidim is an open planning/participatory democracy tool where the next steps for the tool itself are proposed and discussed in an open forum, then planned and created as GitHub issues with technical specifications, and eventually implemented.

From what I see it is proposing to discuss and/document as much as possible in a public spaces, visible to people from outside and inviting them to participate.
