[x] selecting .csv file for upload (formatted in a specific way, such having column names matching codes of fields)
[x] uploading .csv file
[x] display of data recognised as valid and complaining of minimal required data is not available (or mislabelled)
[ ] reliable upload of dataset
[ ] handling edit conflicts (where data is present already - such buildings can be skipped or new data can overwrite existing fields)
