[Feature Request] mod_economy - Session Credits #1

Request to add support for session credits. This would benefit high-volume
channels with many transient users, and fewer regulars. Session credits
would expire when a user logs out, though due to the nature of IRC (splits,
temporary connection loss, etc), an expiry limit may be needed.

Add to this the option to disable persistent banking entirely.
