[Feature Request] mod_economy - Configurable Balance Scope #2

Request to add a configurable scope to an account balance, allowing balance
to be isolated to a channel, server, or network. This should be able to
work in either a blacklist or whitelist manner. 

This would be beneficial because it would prevent a loosely managed channel
from tainting the economy of a moderated channel.

This should not prevent a user in any given channel from holding a balance
in that channel, but may require that user to have independently-tracked
earnings in multiple channels.

Example

User is active in channel #support, less active in channel #chat. They may
have balances as follows:

#support: 2000c
#chat: 800c
