[Feature Request] mod_economy - Balance Transfers and Requesting Payment #7

Request to allow exchanging credits between members. This would be a
configurable setting, and may be permission-based (Voiced users only, for
instance).

This also suggests that a means of requesting a balance transfer would be
of benefit.

Both of these would need a means of handling offline users. A queue of
approved/unapproved/declined transfers, perhaps. With optional expiry
dates, this could provide a framework for an IRC billing system. Earn
credits through participation, exchange credits for various things.

This enhancement may be interesting for channels that permit file exchange.
Credits could be used as a means of managing queues.
