What steps will reproduce the problem?
1. 在搜索栏中输入“渚”
2. 双击百度搜索结果第三条“渚吧 百度贴吧”
3. 观看浏览器打开的网页

What is the expected output? What do you see instead?
应该是http://tieba.baidu.com/f?kw=%E4%BE&fr=ala0（渚吧）
但是实际打开的是http://tieba.baidu.com/f?kw=%C3%A4%C2%BE&fr=ala0（盲��
�吧）

What version of the product are you using? On what operating system?
On revision 124, Windows XP, Firefox

补充
直接从百度搜索能得到正确的链接：
http://tieba.baidu.com/f?kw=%E4%BE&fr=ala0
而用SmartMe得到错误的链接：
http://tieba.baidu.com/f?kw=%C3%A4%C2%BE&fr=ala0

我觉得这可能是一个编码问题，蒋叶那边是否可以判定一下��

（另外，这个模块最好独立出来，拖拽取词那边也存在类似��
�问题，可以复用一下！）

这是UriBuilder造成的问题。
因为给UI的url是从搜索引擎得来的，我们应该相信它们是正确
的，所以不要再用UriBuilder来判
断正确性了吧。
