Reductions drop helper notes #44

What steps will reproduce the problem?
1. use helper notes in Expert 
2. build con with auto reductions

What is the expected output? What do you see instead?
Hard drops ALL helper notes, regardless of location.

Need to come up with a method of reduction that is treats the helper notes as 
helper notes.  

What version of the product are you using? On what operating system?
