Significant updates: Main highlights are E3SM and CESM2 support, regional domain output treatment, and CSAPR support #56

  1. Full E3SM and CESM2 support consistent with model logic (including LUTs consistent with these models' radiation logic).
  2. CSAPR subclass and LUTs thereby covering all of ARM's current radar and lidar instrument bands.
  3. Change namelists and variable names for consistency.
  4. Multiple bugs and calculation issue fixes.
