pytmatrix not defined as one of EMC2's dependencies #81

Since most large-scale models do not include spheroidal treatment of hydrometeors, recommend either importing pytmatrix and performing the associated calculations in a separate script or changing it to one of EMC2's dependencies, which at the moment, does not make sense to me. At the moment anyway, the radar processing would result in an error for users without pytmatrix installed to their Python environment.
