Signing SCL files #121

As a risk owner I would like to sign the SCL config files so I can be sure that receiving parties can check the file on authenticity

Acceptance criteria: -Identify related IEC document related to XML signing -Document the storage location of the signing -using the IEC 62351-11

@jeanetiennelemaire IEC 62351-11 describes how this could work
