CoMPAS database substation/plant metadata #128

As engineer I like to see metadata added to the database so I can find substations/plants based on (to be defined) attributies

Background:

If the CoMPAS database contains hunderds of substations, if would be nice if users can find a substation based on attributes. IEC CIM can be used to select these attributes

Acceptance criteria: Documented list of Substation/plant attributes Place where these attributes can stored List of attributes (todo)

Their is no urgent need, based on future use-cases, it could be relevant.

The idea is to add labels to SCL files to easy find them.
