DCO Check is giving problems #142

Looking at the issue https://github.com/probot/dco/issues/162, there is currently no ownership of the App DCO. And now GitHub is shutting down the servers that are used by the DCO App. For the coming weeks the issue seems to be solved, but something may change after the ownership is picked up by another company.

Do we want to keep the check? The Linux Foundation is also involved, but it's unclear when everything is arranged.

I'd suggest holding tight - we've been working closely with the GitHub team on this and should be able to provide guidance soon.

Convert this piece of code to one of our Github Action. https://github.com/keptn/gh-automation/blob/main/.github/workflows/dco.yml

And don't forget to remove DCO Check integration app from Github.

Hey - as an update we got this app up and working again and are going to be working with GH on a long term plan.
