Publish CoMPAS packages to Maven Central #153

As a software engineer consuming CoMPAS code I would like to be able to retrieve Maven packages from either GitHub Packages or Maven Central.

Background To facilitate the use of the opensource code, both for current and future users, it would be nice to be able to use the packages directly from the default Java library repository, Maven Central. Unlike the GitHub Package repository, the Java repository does not require an account to retrieve the generated releases which makes it easier to use.

SLD is on maven central. You have example of the pom.xml in getting started area : https://github.com/powsybl/powsybl-single-line-diagram
