Remove the Pluggin mixin from CoMPAS OpenSCD #308

Related to #306

Either replace the .js file with the list of plugins at build time (temporary workaround) or pass the plugins as a parameter to the tag once the Pluggin mixin from OpenSCD Core is included in OpenSCD
