Move CC-Eula to the correct place #309

The CC-EULA licenses are currently in the wrong place. They should be next to the components that are using this license.

So

packages/compas-open-scd/CC-EULA.pdf should be moved to packages/compas-open-scd/public/xml/CC-EULA.pdf

And

packages/open-scd/CC-EULA.pdf should be moved to packages/open-scd/public/xml/CC-EULA.pdf
