incorporate the requirements and files defined in IEC 61850 part 6-2 for HMI design #55

As an Engineer I wan to defined in IEC 61850 part 6-2 HMI designs in CoMPAS So I can design HMI's for substation within CoMPAS

The IEC 61850 part 6-2 is stopped by the IEC since it took to long to build something. A restart will be considerd.
