Tor 4 Overview #28

We need to get a site similar to https://comakingspace.org/tor4.html

This site should get created as a markdown page in the folders "de" and "en". In addition, we need to link it accordingly in _data/header_nav.yml so that it appears in the header navigation :)

We can always improve the style, but for now it should be fine :)
