• 7592c3b: Add more low-level utilities

  • isHighSurrogate check if a UTF-16 code in high surrogate
  • isLowSurragate check if a UTF-16 code in low surrogate
  • surrogatePairToCodePoint convert given surrogate pair to a Unicode code point
