I'm a little curious, when will the Frash for the 2nd Generation Ipod touch come out? I've been hearing of a beta, but i'm not sure if its true.

No it has a different processor. This is not going to happen...

The flash binary doesn't support older armv6 devices, won't happen.

Frash can't "come out" for a new device: there was never a public release for previous devices.
