some changes we have implemented in Violet Rails (uses CMS extensively) #950

Summary

addresses issues such as:

  1. redactor wrapping

    tags around proper markup

  2. updating a file does not update the variant referenced in pages (due to caching)
  3. ruby 3 incompatibility
