Make sure actuatorsOutput is accurate #1118

For example, some Hyundai longitudinal actuator values aren't accurate as they're finalized in hyundaican: https://github.com/commaai/openpilot/blob/master/selfdrive/car/hyundai/hyundaican.py#L100
