Repro: run openpilot/tools/replay/can_replay.py with a jungle v2 and comma 3X connected. Same setup with a jungle v1 is fine.

@dzid26 can you look into this? Is it a bug in our CAN driver or possibly an issue with the jungle itself?

We need this fixed soon so we can setup a bunch of jungle v2 for the new testing rack.

New testing closet is up and the issue no longer seems to be there. Will reopen if it pops up again.
