According to the Programmer's Reference Guide, the STASH and CMPARE KERNAL APIs are non-functional.

Actually both work.

STASH was documented correctly here, together with fixing the documentation of FETCH: https://github.com/commanderx16/x16-docs/commit/01a673069e53456805b864d9c4e3962ba1c56e6e
I kept CMPARE undocumented on purpose, because it's not very useful: https://github.com/commanderx16/x16-rom/commit/59b0db38ece1d8aa854819f18144506430bec7e5
