Make "list" configs in separate `lists.yml`

What and How?

A separate file called list.yml that will have configs for all the different list stuff. List configs:

• settings.banned-words
• settings.lockable-blocks
• settings.disabled-commands

Why?

The config.yml file is pretty long cause of the 3 different lists inside of it.

Are there alternatives?

• Moving all the settings options into a separate settings.yml file
• Making a separate file for each list
