Description

I fixed /ip by making it send the IP to the sender and not the target.
I made the SMP channel topic configurable in config.yml
I allowed the use of PlaceholderAPI placeholders in the SMP channel topic
Added an action bar when /bypass is enabled
Added /broadcast for important messages
Added /locktool to give people/sender a lock tool

How Has This Been Tested?

Tested everything on the GeekSMP Development server.
