I added a drafts folder to store drafts and outlines.

I added an outline of my thoughts as I approach populating the various sections needed in the proposal document.

Added a requirements.md to project root to track our completion of sections. (Maybe unnecessary)

I can merge this now, but I think this kind of stuff is better for a discussion in an Issue?
