add and update Chileans holiday

Hi @felipesantander, Thanks for your PR. May you please update the testcases as described in CONTRIBUTING.md? mainly

npm run yaml
npx mocha test/all.mocha.js --writetests --countries CL

and then commit the changes in test/fixtures
