Added Milan-Italy holiday #403

@gborri Can you please update the tests with (see CONTRIBUTING.md):

npx mocha test/all.mocha.js --writetests --countries IT

Hi @gborri, Thanks for your contribution. I manually fixed the yaml indents and created the fixtures. You can find your work in https://github.com/commenthol/date-holidays/commit/ef619b8ba71413817cb0a2c5e2ec1b957c6d4b03 So nothing is lost by closing this PR.
