Add boxing day as observance holiday in BE,VLG #424

"Tweede kerstdag", or Boxing day in english is an observance holiday in Belgium, It falls on the day after christmas each year on the 26th of December. Government employees in Flanders (VLG) have a day off on this day.

Could you please add it?
