Adds an exception for Inuktitut, as per https://github.com/commerceguys/intl/issues/85#issuecomment-884143372.

Committed in cab3b55dbf8c1753fe54457404082c777a8c154f along with a rebuild of the included data (so that Inuktitut shows up). Sorry for the long wait, and thank you for your contribution!
