This PR adds new Super Reduced 5% rate for Slovenia effective from January 1st 2020.

LIST OF SUPPLIES OF GOODS AND SERVICES FOR WHICH A SPECIFIC RATE OF VAT IS APPLIED (1) Supplies, including library loan, books, newspapers and periodicals, in physical media or supplied electronically or both (including brochures, leaflets and similar materials, children's picture books, drawing or coloring books, musical works, printed or manuscript) , maps and hydrographic or similar maps), other than material, which is wholly or mainly for advertising purposes, or which is wholly or largely constituted by video content or audio music content.
