Consider stock_locations in scopes when fetching counters in shipments and returns apps

What I did

This pull request includes several changes to the useListCounters functions in both the apps/returns and apps/shipments directories. The updates mainly focus on enhancing the filtering logic by incorporating ParsedScopes and refactoring the code for better readability and maintainability.
