Abandon the script if MY_PAT not set in the environment #12

Context

The repo_request.py script relies on MY_PAT being set in the environment and also on it being set correctly. This ticket addresses the first of these, where the script should detect and report if MY_PAT is missing i.e. not set in the runtime environment.
