chore: add ui-kit contribution guidelines to storybook #2896

Summary

Contribution Guidelines are now part of the generated Storybook.

Description

Apart from the document itself, I added a custom component (submit-issue-button) to storybook, as storybook only provides rudimentary styling (the links looked kinda lost).

This custom component uses the <SecondaryButton/> from ui-kit to render a button that leads to the appropriate issue-form.
