I updated figure based on recommendations and changed the labels for the lines. I don't know what to do about the intervals being grey and the previous estimates being grey. I want the recommended/current estimates to be black so they stick out the most. Hopefully things are clear from the caption.

Now that we've dropped the 15th percentile, I think this is much easier to interpret. image
